US and UK officials said they were surprised by the votes in favor of the resolution, adding that Kosovo’s independence could not be undone. UK Ambassador to the UN John Sawyers stated that Serbia is aiming to delay the recognition process, but added that Kosovo, as internationally recognized state, should be given the opportunity to present its facts at the state capacity to the ICJ in The Hague. US representative Rosemarie Di Carlo stated that the resolution does not help the regional stability, and urged Serbia to accept the fact that Kosovo is already a state. Kosovo media harshly criticized their authorities for passivity in foreign policy. Yet, Kosovo President Fatmir Sejdiu and Prime Minister Hashim Thaçi reiterate that independence is irreversible. One of the biggest losers is the SBiH, the second strongest Bosniak party in the 2006 general elections, yet its leader and the Bosniak member of the BiH Presidency Haris Silajdzic claims that party has maintained its position. Political atmosphere in the pre-election period was marked by tensions, numerous mutual accusations and nationalistic rhetoric. Election campaign was more focused on key state problems, such as the constitutional reform, public broadcasting and census, than on the functioning of the local level of authorities, which was harshly criticized by media. According to the report of Sarajevo-based Association Alumni of the Center for Interdisciplinary Postgraduate Studies (ACIPS), 72 percent of the statements given by politicians had nothing to do with topics identified as important for local communities. In September media also widely reported on several affairs directly related to the BiH Central Election Commission (CEC), which led some NGOs, media and even state institutions wondering about regularity of the overall election process. Ever since it was announced in August, the Festival provoked harsh reactions, especially among Bosniaks who complained against such event taking place during the month of Ramadan. In response, President of the Queer Association Svetlana Djurkovic argued that all those who criticized holding of the Festival would have the same problem with any other date as well. Amnesty International and a number of other human rights groups have expressed concern at the level of homophobia and attempts to incite violence in the run-up to the festival. Several politicians and media condemned the attacks, however some where also accused of being directly responsible for the violence. MIA Archive and Research Report: Anti-corruption affair shakes Zagreb University, more reports from the region
President Stjepan Mesic commented that while the operation targeted people who had received up to 10,000 euros in bribes, he would now like to see an effort at capturing those taking larger sums. Prime Minister Ivo Sanader expressed Government’s full support to the rule-of-law institutions in doing their job, at the same time criticizing the information that one media was tipped off about the operation in advance. Media praised the operation as a significant step in a battle against corruption, but also assessed that authorities are not showing readiness to fight those at much higher levels. After the news of the irregularities at Zagreb University, media in the region have started to write about corruption in the higher education institutions in their respective country. This was particularly case with BiH: one web portal even received threats after calling on students, parents and professors to report cases of corruption and seven employees of the Sarajevo Faculty of Economics were dismissed. A year and a half after «spectacular» sale of Bosanski Brod oil Refinery, the situation in the company seems to be far from ideal. FBiH media report that Refinery continues to operate with financial losses and that no investment promised by both domestic and foreign officials has been realized. On the other side, RS authorities announced that Russian buyer of Bosanski Brod Oil Refinery fulfilled all obligations stemming from the contract and that production is to start by the end of the year. Russian Ambassador to BiH Konstantin Shuvalov said that Russia is interested to further invest in BiH, in particular in sectors of electric power, construction of energy facilities, tourism, metal and wood industries. “The RS Government has shown interest in the part of the Southern Stream gas pipeline to pass through the RS. Certain data says that the RS’ incomes from carrying out of the project could amount to several dozens million dollars per year,” said Shuvalov. At the same time, BiH Presidency member Haris Silajdzic advocates BiH's participation in the EU's 'Nabucco’ project. It was said many times before that the Balkans lies on a division line between West and Russia which has recently gained more influence in the region. The Republika Srpska National Assembly (RSNA) passed this week a resolution on political goals and measures, including the right to referendum in order to preserve its legitimate interests and protect its identity confirmed by the Dayton Peace Agreement. Among other things, the resolution also demands from BiH Parliament to condemn and reject recent statements of the BiH Presidency Chair Haris Silajdzic before the UN Security Council (SC) and the Council of Europe (CoE), which provoked very negative reactions of the RS politicians.
With 77 votes in favor and six against, the UN General Assembly on Wednesday accepted Serbia's draft ICJ resolution. The document requests an advisory opinion of the International Court of Justice (ICJ) about the legality of the unilaterally declared independence of Kosovo. 74 countries abstained from voting.
Preliminary results of local elections in Bosnia and Herzegovina (BiH), held this Sunday, show that the three most successful parties in BiH are SNSD, SDA and HDZ BiH (SNSD won 41%, SDA 36%, HDZ BiH 16%). Election turnout was just over 53% in the FBiH, 57% in RS and 58% in the Brcko District, in total 55% for the entire country with almost three million of citizens eligible to vote.
Eight people were injured, one of whom is police officer, in violence that broke out at the opening of the first Queer Sarajevo Festival (QSF) on Wednesday. Concerned for safety of participants and visitors, QSF organizers decided to hold scheduled events which will be closed to public and moved to secret locations. Ministry of Interior of Sarajevo Canton detained four persons, while three others were identified in connection with the attacks.
Anti-corruption operation ‘Index’ which disclosed illegal practices at the Zagreb University still shakes Croatia. As the result of the grand-scale operation launched by the Office for the Suppression of Corruption and Organized Crime (USKOK) and the Office of the State Attorney at the end of last week, 95 persons were suspected of receiving or offering bribes in exchange for admission to the University or for a passing grade for exams.
According to the information released by the Russian embassy to BiH, Russia was the third largest investor in BiH in the year of 2007. This is lareglz due to the fact that Russian oil company ‘Neftegazinkor’, part of state-owned ‘Zarubezhneft’, bought three oil companies based in Republika Srpska, Bosanski Brod Oil Refinery, Oil Refinery Modrica and Banja Luka based Petrol.
Recent announcement of a possible withdrawal of the Republika Srpska from the joint stock company in charge of transmission of electric power in BiH has brought this entity before entering an open conflict with the International Community. “This is a direct provocation and conflict of the RS with Peace Implementation Council,” commented the Principal Deputy High Representative Raffi Gregorian over the weekend.
As October elections are approaching, Sarajevo has been increasingly exposed to criticism for allegedly becoming a city of the Bosniak elite and intolerance for Croat and Serb minorities. While Sarajevo city officials say they take pride in the fact that the BiH capital is multiethnic and multicultural, RS politicians and media went as far as accusing Sarajevo authorities of ethnic cleansing of all other groups.
There is no surprise in complete failure of the meeting of leaders of the six ruling political parties in BiH, held this Saturday (August 23). As many predicted, there was no agreement on any of the outstanding issues that were topics of the meeting, e.g. constitutional changes, implementation of the Stabilization and Association Agreement with EU, meeting requirements for closure of the OHR, state property, census, Brcko District status, Law on denial of genocide, etc.
Arrest of the former Bosnian Serb leader and war crimes indictee Radovan Karadzic continues to attract vast media attention throughout the Balkans. While public awaits a beginning of his trial, media continue to speculate on existence of the alleged deal between Karadzic and the US diplomat Richard Holbrooke. Karadzic himself told that US Administration guaranteed him that he would not be prosecuted under condition he withdrew from public life. Western officials deny such agreement ever existed.
